Replacement & Renewal (R&R)

The Replacement and Renewal (R&R) Program supports the university’s operations by prioritizing and funding projects that help to keep our buildings operational and safe. The program is also responsible for the university’s facility condition assessments.

Prioritization & Funding

The R&R Prioritization Committee meets monthly to prioritize project submissions to provide funding for facilities at the university’s main and satellite campuses.

The R&R Program takes a proactive approach that is focused on overall need rather than reactive to failures and critical conditions. Future budget needs are formulated using data, not limited historical information or guesswork

Funding available for:

  • Generally, only for projects between $5,000 and $10M.
  • For assets, systems or equipment that would support E&G facilities.
  • For projects replacing or renewing an asset, system or equipment that is necessary for building operation.
  • For the renewal or to add life to a system by 75% and/or more than 5 years, or to replace or renew a failed system.
  • For the renewal of infrastructure, such as roads, utility tunnels, pedestrian paving, and sidewalks that are owned by UT Austin.

 

Funding not available for:

  • Not for regular maintenance (which generally falls under $5k).
  • Not for renovations to a space for the purpose of changing the use of that space.
  • Not for assets in good working condition.
  • Not for special equipment or systems distinct to the programmatic use of the space.
  • Not for equipment, assets, or systems maintained and/or operated by UEM, with the exception of elevators and escalators.
  • Not for “D” buildings, or those with 0.60 FCI or higher, unless it is a failure or imminent failure.
  • Not for assets, systems or equipment that would support auxiliary or self-supporting facilities.

Facility Condition Assessments

The R&R team oversees the university's Facility Condition Assessments (FCA) of facilities that are 20,000 square feet in size or above. This effort encompasses 170 buildings across four sites.

Completion of the assessments provides the university with the following benefits:

  • An overall view and source of data on the condition of our facilities
  • A vital source of information to ensure effective and efficient use of the university's funds
